Time to move forward!
By definition, consensus is achieved when both sides come to a general, wide-spread agreement; however, Quite often, one side is not as happy with the specifics of it as the other. Therefore, this form of consensus building often fails to bring resolution. When one party sees themselves as the "winner," the process is a failure.
When two sides can Understand, Accept, and Support decisions, they have built consensus.
